I would suggest drawing other buildings before you start on the construction stages. It may be that you improve your drawing technique more and therefore go back to your original building and change it.
I personally find it really annoying having to change construction stages to match changes I make to the finished sprite.

Well of course I won't do the construction stages before any of the buildings I would make, but, I will make the construction stages of the tall building I just drew now.
How/where are the sprites positioned onto the template exactly? I understand where snow and construction goes but not sure where in each box would the building go

Okay, here it is with the construction phases alone but no snow as yet. Now, the crane in Phase 1 is based off the crane truck in default OTTD if that isn't much of a problem
To make it easier I put the concrete ground in all of the building phases so I could make sure it was in the same position. I could remove it and put transparent blue instead if that becomes un-needed/problem as well
The crane in Phase 2 of building is sucky, I'd like to redraw it sometime later so it's not in _ view but instead in / or \ view.

Is there a rough guide to how many different buildings a town set should provide? I presume there will be some kind of maximum value..

As maximum: 255 overall.

Well, there's no strict need for either. A size requirement isn't given neither - it's just a building flag which tells OpenTTD that the building is a church of stadium. One other thing you, or anyone else, may be able to help with. I have this sprite in the set:
which I am quite proud of. However, as you can see, it is larger than the bounding box on the left. Is there any way I can get this in the game in its entirety? Will it cause major glitches on that side?
I fear having to redraw it!

what about "cut and paste" the whole to the right ? you would just have to shorten the small garden in front of it it looks really nice, it's a typical hotel from the alps

It's only a lost cause if you give up on it. The sprites were released under a CC license a few years ago. See this post: viewtopic.php?p=1166079#p1166079
