You have to play OpenTTD starting with version 1.10.x or JGRPP 0.33.x. There you'll see the road and tram type menues analogue to the classic rail types drop-down-menue.

Switch to the other road type, click the conversion tool (looks like an arrow), select the tiles you want to convert.
