UPDATE : since i bought new computer in January 2022, finally i can play OpenTTD without crashes or little lags for the first time thanks to my SSD and runs smoother than 12-years old outdated PC. Later, i preferred JRG Patch Pack over Vanilla OpenTTD due to ability to create a scenarios with based on my recommendations.

Thanks - I missed that. But still, why have so many roads, and a highway, for so few road vehicles?

My guess is that he's planning roads where he wants the city to fill in buildings, rather than allow the city to build its own roads.
