When building roads, please allow the builder to set the range of usability for third parties, as follows, so as not to interfere with third parties (especially manual construction of 3x3 grids is often interfered with):
* Whether third party vehicles can enter the road.
* Whether third party tram tracks can be installed on the road.
* Whether third party bus stops can be installed on the road.
* Whether third parties can destroy the road.

Or add a feature to allow roads to be built as public roads when building roads

That would cause an absolute nightmare on multiplayer servers i am afraid.
People would end up slowly deleting key city road blocks and setting them to own vehicles only and just griefing I fear.

* Griffing, which involves destroying city-owned roads and turning them into company-owned roads, is still possible. This should probably be prevented by a server rule.

While such griefing is possible, it's not cheap and it will cost the company every year. And unless they maintain high ratings, ripping out roads is going to turn the town council against them and their approval ratings will tank. It often is just a pyric victory.

Yet Another PathFinder has become The Only PathFinder. What the effect of the change from YAPF to TOPF is, only time will tell.
