how do i open a file

ok i am kind of confused, if someone could help me it would be great. when i download a file it comes out like this"—€‚UFO Ú»âHfA ÿ ÿ Nÿ é ÿ €ï ÿ þ¤‘ ÿß Hú 2 úÿ Õ ü  ÿÿ hB "V¿À]ÒÈ – ÿ Í )UFO UFO UFO UFO UFO UFO UFO
UFO ÿÿ ÿÿ" which is part of a download. what i dont understand is how do i make that file show up in the game. do i need a special program or what do i do?

lets start out with what are you trying to download from where and what type of file is it. a straight .dat, a .rar, a .zip ect?
North American sets and then some...

Erm, have you tried looking for it in the scenario editor? If its a vehicle (or other object based mod) it should be in there.

well im sorry that i didn't explain it well, i was in a rush. whats confuseing me is that it is a rar file but when i open it its just random phrases as i listed above. so my question is how do i make the file work so i can use the download in game.

you need winrar to open it up.

you need the windows version. it is free/demo no need to buy it.

well i have that, its just when its opened its what i listed first, what i want to know is how i make that into a game file that i can add on to locomotion

Have you opened the file with the right program? It doesn't sound like it.

If winRAR is properly installed, you should be able to right click on your downloaded file, and in the pop menu, you should see the option to "extract here". Do this. You then get a folder with the same name as the RAR file. open up this folder, and there should be at least one DAT file. Find your locomotion install folder, and go into the 'ObjData' folder. Copy all your DAT files into here. Start up locomotion, and they should appear in the scenario editor.
