Well, yes.
Problem is that PBI re-defines one of the used cargo labels (WDPR) w/r to its cargo classes. This cannot be handled properly by the current code layout w/o checking explicitly for "PBI"[*], something I won´t do because it´ll break general usability of the NewShips set.
NewShips 0.48 uses cargo classes to decide on refittability w/r to implicitly given cargoes, and only uses generally available cargo lables in action3 to decide on cargo graphics to be used (if available). This is the accepted standard at the time being. It is also advised by Pikka, so it takes me wonder that PBI itself is coded in such a way that it´ll render this scheme useless.
Anyway, most of PBI´s cargoes should work OK, such as "gravel" and "clay", which are used by FIRS as well. In addition, "fuel oil", "plastic", and "copper" should work, with some subtle anomalies ("copper" has no cargo graphics).
Another shortcoming of this set is the lack in support of other languages rather than English, which IMO looks weird in the menus, where ECS and FIRS cargoes are neatly translated into lots of different languages.
In conclusion, using PBI together with NewShips 0.48 should work, but it´s not "officially" supported.

[*] for "lumber", the label WDPR is used, but PBI redefines it in two ways:
- cargo classes defined for WDPR are "bulk, piece goods", which PBI redefines as "piece goods",
- WDPR is measured in "tonnes", which is redefined in PBI as "crates".
Now, the "Kvaerner" bulker only transports "bulk", hence WDPR had to be added explicitly to its refit mask to allow transportation of WDPR in bulk form (wood chips). This is also done when using PBI, but now "lumber" is transported as bulk in "crates". Somewhat silly.
The more serious case is with the "Astander" piece goods carrier. Although this vessel has cargo graphics for "lumber" (plywood), it cannot transport PBI´s "lumber", simply because here, the WDPR entry in its refit mask is disabling PBI´s "WDPR", because "bulk" is not allowed for the "Astander" as a cargo class. There´s no way around this, rather than have an extra entry for cargo classes or refit mask in case PBI is used, something I won´t include in the set, because of the aforementioned reasons.
