Just a note: the '3' just means it's my third 'Connection Challange' scenario. The other two just sucked, don't bother asking for those. #1 was extremely unbalanced and #2 has never been finished due to the quite simple fact that I went bankrupt all the time after making the very first connection.

It's an awesome flat map with 12 awesome little villages. Okay, I'll stop saying awesome all the time. So there's 12 villages on a flat map. It's January 1930. The official goal is to achieve a company value of 100 million [insert currency here]. That's the basics, but that's not really my intention with this scenario.
The ultimate goal for which I made this is as follows. I've been playing it for months now and this is what I've done/what I'm planning to do/what I've made the scenario for. These are the rules I used, feel free to throw them into the recycle bin if you don't like them. But be advised that the scenario was designed assuming you were using these. It's good to note that you'll have the most fun and the biggest challenge by connecting everything using the same transport medium: railway trak, narrow gauge track, road, air or even water (though you'll have quite some extra costs creating some wet paths!). Tram track is available in this scenario but as far as I can tell it's not possible to transport anything else than passengers on that. So if you choose to connect your towns with tram track (which you could do because it's much cheaper than double railway track, as you're not going to finish this scenario with only two-way railroads) you'll have to add railway track (or roads or whatever for that matter) later on or replace your complete network altogether when you want to start connecting the industries.
Okay, here ya go.
-First of all, create *direct* passenger connections from each town to each other town. Each train/tram/bus/truck/airplane/ship (from now on referred to as 'train') is supposed to stop at only two stations and each town is supposed to have only one station. I strongly recommend you to set all your trains to 'Express', as this allows you to identify lost trains by their monthly profit. You're gonna have a whole darn lot of 'em.
-As soon as you can and want to deliver mail in both directions, you may add a mail carriage of some sort to your trains. You can also choose to run seperated mail trains for an extra challenge. If you've been connecting with tram tracks you'd best first finish connecting the towns with tram tracks before adding another transport network for the other cargo types, including mail.
-As soon as you're done with that (it could take some decades!) it's time to connect the industries that have been randomly inserted in the first months of 1930. Again, connect each industry with each other compatible industry. This time, connections may contain as many trains as you'd like, but trains may still only stop on two stations. For primary industries (those that only produce stuff), create one station for each secundary industry you connect. This way you can pull up the output. The secundairy industries (those that require stuff to produce other stuff) may only have one station connecting them with everything else (which you'll probably make pretty huge, esspecially those for the steel mills, so remember that before building it). Try to avoid covering two industries with the same station at any time. Also, you'll probably just connect the industries to your existing network, which covers the whole map by now. Some of the industries are placed in towns: factories, paper mills and printing works. I'm serving these through the original passenger stations. For the ones that are outside the catchment area, I expanded the area using bus stops and then deleted all of the bus stops except for the one covering the industry. I don't deliver any food or goods yet, I want to connect all of the industries first. You may choose to transport those around the map immediately. Connect the industry producing the stuff to each town with a seperate train which, once again, only stops on two stations.
-After connecting a few industries I ran into the good 'ol treehouse bug: some of my industry stations in the middle of forests started producing tons of passengers and mail. As they didn't accept either of them, and as it's a bug after all, and as I've got as much as 12 towns, I didn't bother bringing them to the towns.
-By the time you get here you may have discovered that the canneries are not automatically placed on the map. For some reason, the game does not do this. Consequently, you cannot deliver any grain or livestock and thus you've probably never created stations for those industries. Now that you have connected all of the other industries (and possibly also connected the industries to the towns already), it's time to give these some customers. Get your wallet and build a cannery. There are two types of them: both require steel, but one requires grain and the other requires livestock additionally. Build them wisely! Further away from the steel mills and farms means more money as the distance is larger. But try to avoid running even more trains trough sections of your network that are already very busy. Keep following the rules you've used for the other industries, even though you can choose where these industries are build it's still more fun to stay consistent in the way you connect them.
-I'm planning to start transporting goods and food once I've built two canneries of each type. If you've already done that... yay for you.
-Now you're finally done connecting everything to everything... but probably some parts of your railway network have become very messy or keep filling up with trains. Consider completely rebuilding these hubs to allow maximum capacity.
-Once your network is totally awesome, you can still add to the fun by building additional industries until your map is one big world of production and transportation. If it isn't already. Or you could start playing again, this time connecting everything with a different transport medium.
One other basic rule I used while playing: you won't find a single bridge in my saved game. Those things are ugly, slow and expansive. Everything is placed on the floor or directly underneath. You won't find three tracks on top of each other either. So the maximum height difference 2 blocks. To avoid creating bridges, the slopes are built underground too.
