Well, if you could make it look like the horses were walking on the same tile as the canal (on the edge - the towpath, if you will), that probably wouldn't be too hard.
I've thought about this actually, and wondered how it would work. Technically though, it'd be an articulated ship... you'd need to turn the horses before the ship on curves so they didn't end up hovering over water.
Check the Generic Road Vehicle and Tram Set. The latest version of that set features horse drawn trams (and still some bugs, but I trust those to be fixed soon).

yeah, it's called "invisible catenary"... in OpenTTD press Ctrl+X for transparency and invisibility options
besides, i remember a discussion in the context of "Trails" that there might be plans to allow like 8 different road and tram types [but not all on the same tile], so you could have like road with catenary [for trolleybus] or tram without catenary [for horse tram]
