Szappy hasn't been around for a loooong time. Sending him a PM probably doesn't help you any further, especially since the development has been taken over by AndersI and Belugas.
Forum search isn't actually the sharpest knife in the drawer either (no offence, Owen, it's either phpbb related or just me not knowing how to use it properly

The GRFMaker topic is here, but I didn't see any downloads when browsing through it real quickly.
The one download location I know of (where you can get a somewhat outdated version) is [link removed].

It was, but through a PHP front end. It used to be protected by a .htaccess and the PHP front-end was used primarily for uploading files, but the .htaccess randomly exploded one day and was deleted.

It was generally never an issue. The php frontend worked well enough on its own, and while we generally preferred people not get access, it wasn't a critical aspect. I'm surprised google even found the link, there shouldn't be anything linking to http://www.bur.st/~aegir for Google to crawl its way to. And there isn't really any problem with the link still being there. When I Googled for GRFMaker on May 8th of this year, it came up with that link. I just tried to "reGoogle" it, but no results came back linking to your website. Funny stuff
