It doens't need to be included. It can be used as a seperate GRF file IMO. Only thing is it shouldn't use the same vehicle IDs as the other sets...
Anways, this set needs work on it, it is far from finished. AFAIK nothing has been coded yet.
I just finished the first set of goods wagons for the Spain set. I was wondering if they would be useful for this set...

But in that case, it would make no sense to have a european cargo set... You'd better have sepparate national cargo sets for each country. It would be a nuisance if you had to refit each wagon you buy just so that it looks right in the set.
I prefer to have them appearing randomly, and if someone makes a national themed set, then use that one if you want to have specific liveries
but isn't that the point of this set? I mean IRL, cargo wagons are mixed all over the place on the continent. Most freight trains have wagons from lots of different countries in it. So making a cargo set for each country is kinda like making a complete country train set again.

I agree with The Irish and Purno, there is lots of mixed freight traffic between countries. For example coal hoppers between Switzerland and Germany. There are many more as well.
As Purno said, we wouldnt need freight wagons in each set (ones for Europe that is! ) and that'd save a little bit of space for some more locos!
