Not every tourist center is under license to be used outside ECS. Which ones are you interested in?

This GRF was made by several graphics artists, who then agreed on the license that ECS now has.
Some of them are currently unreachable (believe me, I tried ), so for some graphics the license cant be changed...

I can answer to this by myself based on the wiki

Three years ago, I had a plan to convert ECS into objects, however a lot of other (reallife) stuff distracted me
This is how far I came with finding out the artists of the several industries:
ECS_splitbyartist.txt
If there is an * in front of the name, I send them a message (either via PM or email).
If there is also a X in front of the name, I got a reply (in this case, all positive to use the graphics in a CC-BY-NC-SA 3 licensed GRF, same license as ECS).
If there is nothing in front of their name, I could not find any contactinfo.
So, in your case, the main issue with the castles is that Oz didnt reply to my messages...
Which (at the moment, but I am afraid permanently) rules out:
- Goodrich Castle
- Watching Tower
You should be ok with getting permission (depending on the license you will give your GRF) from George to use:
- Japan Castle
- Neuschwanstein Castle (AFAIK Oz's & Zimmlocks work/help on that was not that huge to be eligable for copyright)
I didnt get any sources of KarlsteinCastle, So I never contacted Darkwalker.
I saw that he has been on the Forum earlier this year, so a PM might work...
