to make a GRF you need a Graphic artist and a Coder - the graphic will draw all the sprites and the coder would code them into a GRFfile.

There are some tutorials in this thread.

7 trains isn't really enough for a set. A set needs to go from 1921 through to 2010. Maybe you could contribute your Estonian trains to an Eastern-bloc set? There's a Czech set under way, and I think some Polish trains too.

If you just want some specific trains to play with, you can use them in combination of the original TTD's vehicles.

I suggest to try yourself to draw something, and if it looks good enough there will come some coder to help you. Or you can try to code yourself, but that's not very simple IMO

Alternatively you can post pictures of the trains you want to be drawn and hope some artists draws the trains...

It's quite complicated. The Wiki discusses it extensively.

Then you're looking in the wrong place. They're in the Patch website Wiki. Also, this is the wrong thread to talk about them. I'm not exactly sure where the start page is, but here's one of them:

There is not just a single page that explains it, you need to read all pages linked to from the NFO Manual at http://wiki.ttdpatch.net/tiki-index.php ... phicsSpecs

(You can however ignore the pages that are not written yet.)
