well i have been looking across the forums and i can see no AI maker or creator, i play A LOT and i would like to know how to edit or make a new AI,

There is: http://en.wikipedia.org/wiki/Notepad_%28software%29 and http://noai.openttd.org/docs/ . OpenTTD's AI are written in squirrel. See http://noai.openttd.org and http://dev.openttdcoop.org/projects/aidev for various AIs which provide sources on the condition of different open-source licenses.

I would recommend start by reading here: http://wiki.openttd.org/NoAI . It is the AI development wiki pages which contains most things to get started writing an AI.
Edit: Please also see the stickies of the NoAI Subforum here on tt-forums. They also contain good pointers to get started.
As for editor, any text editor will do it. There are more advanced generic editors than Notepad that can make the work more convinient, but you still need to do the programming yourself.
