According to Wikipedia, Burkina Faso was the first place to have a ban on FGC/M in 1996 and even earlier than that by Presidential Decree. It also had just over 10 million people at it's last census, and has a French-speaking national anthem so I assume a French-speaking population.

If it's not that, what else COULD it be?
