If the patch doesn't allow any higher town growth, you can't change it to a higher value, can you?

thats what i thought too, but some guy built a city with 2millionen habitants .........
i think you have to change things in the file, not in the editor, thats why i ask

westla, to have 2mln population in 1 town you need
- much space
- good town growth switches
- many many many or even more many click on EXPAND button

You want to talk to Jim Powers. He's the master of making ridiculously large cities. However, even he cannot make them stay that big in the game, he can only make them start out large in the scenario editor. The Patch does allow some tweaking of the controls for city growth, but I really don't know how that works. You'd have to RTFM and play with it for a while.
