Graphical problem--reloading overridden rotors (a38.2 and up

If the Zeppelins (and likely any other vehicle with an overridden rotor) end up with the default rotor on top, reloading the GRF will cycle the rotor through a large portion of the TTD sprites before returning to the correct rotor sprite.

Method of reproduction:
- Build, and start using, one or more Zeppelins.
- Unload the Zeppelin GRF.
- Allow a few ticks to pass (until a rotor appears over the once-was-zeppelin)
- Reload the Zeppelin GRF.
The incorrect rotor graphics will continue for almost two months before returning to the invisible sprite.

This does not work unless the default rotor sprite(s) appear over the zeppelin.

Gameplay can continue normally (although the incorrect sprites are distracting)

Workaround: Wait two game months.

Any of the Zeppelins GRFs should work, but this was first observed with the latest version.

No, I don't go banging on the patch LOOKING for problems. I just discover them. Steps 2 and 3 were done for me -- the Zeppelins GRF decided not to load when I loaded a save game requiring it. I think I changed the GRFID, which would explain that problem.

CORRECTION: The rotor will cycle through nearly all TTDPatch sprites as well. This can extend the time required before the correct rotor returns to 20+ months, depending on how many Patch sprites you have loaded.

This bug disappeared in a40pre1, but came back in a40pre2, and then changed slightly for a40.
