as far as I remember now it should work like this:
- graphic files with ! parameter: load only with savegames, not in new games
- graphic files without ! parameter: load always
am I right?
what about new graphics always on in savegames?
without parameter new GRF should be loaded with a savegame automatically
am I right?
if yes ... then I may be a bug, because
when I add a file into my newgrw.cfg it is not loaded by deafult in a game (I have to change state to 'green' for every new single file)

I don't think that savegames apply to the "automatically on" part of the newgrf file - it's just incase some things conflict with things already on (for example, if you threw the US Set in and forgot to "!" out the DB Set... Would make things a bit hectic)
Would be interested to see this confirmed, as this part is the only part about the patch that I don't understand ATM, which is pretty good

Josef, you said a while ago (IIRC) that you were going to put an Action 7 variable that could detect whether a GRF was inactive and going to be activated.
Is there any sign of this because it would fix a rather serious problem in the US Set at the moment: if a set is disabled with ! above the US Set then the US Set tries to deactivate it
