That would be a 414 (HAP) or a 418 (SAP). IMO 416s (EPB) were not compatible with 423s (VEPs) which its connected to. And 416s don't have toilets; notably marked by the toilet window on the 2nd car

The give away is the toilet and no first class. Although I was pretty sure all SR units of this generation were interoperable, even with a difference in max speed.
If I'm not mistaken, this is an Austrian locomotive from the ex ammunition factory in Wöllersdorf. Seems like Wöllersdorf I which is now Stern & Hafferl Verkehrsgesellschaft E22 001, not sure since I found there were 4 of these and were very similar.
