Is this normal or is this bad? I'm thinking bad, but what do I know?

They're just trying to get up to 88 miles per hour before they hit the ravine

That's what is called as "broken down"
Later it will pulled to train depot or repaired on-site... but on-site repairs may take hours
Other examples :

(Note that this is from the most cause in my country... I don't know over others)

I've always wanted to see a broken down train or bus with a plume of oil spurting out of the exhaust

I do believe that a GE with a turbo flameout looks very pretty at night! Generally you can tell what units it has happened to, especially on the Union Pathetic, err Union Pacific. IF you see charring in their yellow paint near the roof and under the stack, then its suffered a flameout.
You can tell my loyalty runs to EMD, and that I bleed Omaha Orange and Pullman Green!

No, sorry, I don't know the model, but it is foreign, which means it was not built in America. Up until the '90s, tariff laws prevented an American built locomotive from being sold outside the USA, which is why EMD had their London, Ontario plant, and ALCO partnered with Montreal Locomotive Works. Generally export designs were designed in the USA, but built in Canada.
Outside of that, something about that unit screams ALCO-MLW.
Truth be known, my primary interest in trains is early 1900s to about 1960, though, as I say, any train is a good train (Yes, even the GEs count!).
Interestingly, my HO scale model railroad only has ONE GE locomotive - a 44-tonner. I run mostly antique HO from the beginning of the scale in the mid-1930s to models made in the 1950s. This means a 44T is about the only GE diesel I should have. Mine is all die cast metal, made by Model Engineering Works.
With later trains from the 1960s and 1970s seeming to turn up like lost puppies at my door, chances are I may have U-Boats at some time in the future. A lot of people have been giving me their old model trains, so there's a sporting chance another GE may come some day.
