first of all, a big "Thank You" to Jack and all other contributors to the Patch Pack, it lifts the game to a complete new level.
I've a question regarding the programmable signals - what I'm trying to do is, that signal "1" only gets green when signals "2" AND "3" are green. I've read viewtopic.php?f=33&t=47690, but honestly speaking, I didn't get the point. Is there any way to do this?

You should have a look at this section here.
If signal 2 is red, then signal 1 will be red anyway, so you need only worry about signal 3.
Then:
- Enable programmable pre-signals
- Change signal 1 to be a programmable pre-signal
- Change signal 3 to be an exit pre-signal
- Program signal 1 to refer to signal 3
