Can't run openttd: missing graphics; even though i already have graphics downloaded

Hey guys i'm trying to run openttd but when i run it says missing graphics. I try to click "yes, download graphics" but it won't work, also even though i had already have a graphics opengfx bcs it's really necessary. Can anyone guys pls help me immediately?

your "openttd.cfg" file might be in a directory that can't be written in (e.g. inside "programs" instead of "documents")

if that's the case, deleting openttd.cfg might help
