-c parameter not working.

Want my server to run "C:\Program Files\OpenTTD\openttd.exe" -D -c openttd_server
It can't find the file.
I have tested having it in: C:\Program Files\OpenTTD, C:\Users\[USER]\Documents\OpenTTD.
Any help?

you need to give the full filename (usually ending in ".cfg")
