did you download and install the updated canal graphics?

I had that problem too when upgrading to alpha26.

Do you have "canals on" in your ttdpatch.cfg? I believe that adding that line fixed it for me... For some reason that switch wasn't activated in the patch versions i had earlier.
(I can't check it right now, because ttd is not installed on this computer)
