Yes as you can Rotating Airport and Lake Airport, there is also, just not for 32bpp

The number of colours has absolutely nothing to do with the ability to rotate. Rotation works for all newgrf airports that support it, for all forms of colours.

Please don't confuse 32bpp graphics availability with functionality.
