I have several NewGrf, which work perfectly in 'new games'
Yesterday I downloaded a scenario 'cindini V3'. When I create a new game using that scenario, I had no option of choosing NewGrf. After I enter the game, no Newgrf is available to choose.
Any idea?

you cannot. NewGRFs are fixed on scenario creation, just like they are in savegames.

The guy made Cindini V3 recommend to use a newgrf 'manual industries' to disable the industrial random creation.
So I assume using newgrf is doable in his scenario?

He was using an older OpenTTD version where changing the newgrfs was possible.
It was however never officially supported. Changing newgrfs has very high risks, where an immediate crash is one of the more lucky cases of failure.
You got an red error window describing it was dangerous, but despite people did it and then came running to us when their game got corrupted (which is a more usual case when changing newgrfs goes wrong). We spent countless hours of debugging only to find that the user was the cause in ignoring the red error window.
At that point there is nothing that can be done anymore.
To prevent such unhappy experiences for everybody, we dropped the option for players.
Unfortunately, for scenarios this means you can only play them "as-is". Work is being done to introduce a new scenario format to fix this problem, but that is not finished yet.
