Changing Consist

How do I change the consist of a locomotive?

Ehm, I don't really understand what you're asking. Could you elaborate on what you mean under 'changing the consist'?

If you mean that you want to change the type of cargo the locomotive carries (e.g. you want to transport coal, but the locomotive carries mail), refitting is the answer to your question. Just click the third button in your vehicle window while it is in the depot (it is in the place of the 'turn around' button).

Putting different wagons on a train. Or adding to them.

Send it to a depot. Then, click new vehicles and select the wagons you want. Drag them to the train. To sell wagons, pick them up one by one and drag them to the sell wagon button.

If you use Ctrl+click you can drag all the wagons to the right of the wagon selected to sell them or place them behind a train.
