Bug with NoAI?

Hi,
I'm playing a game where the Admiral AI (dark green) has managed to build 3 airports in the same town. I'm fairly sure players are only allowed to have two airports per town, so why is the AI allowed three? I'm guessing this is an API issue given it shouldn't be allowing the AI to build the third airport.

It's annoying because I'm using the noise-limits and that third airport is stopping me from upgrading to a metropolitan (blue).

I've just tried and managed to build more than 2 airports near a big city. I think there's no such limitation if the noise setting is enabled, only noise determines the number of airports.
