Back to the subject, I don't know much of bug fixing etc... etc..., but maybe by reinstalling the game things can go back to normal.

I belive that plastik said that that bridge was still being worked on, its supposed to represent a transit elevated bridge.

The flyover is in one of plastiks sets, the provo scenery.
