Id like to for example:
Change
American to 1845 (source wiki)
buy cost to 8000 (source a book I forget which that said you could buy an American for 8000 until about 1900. The cost was fairly constant until then.
Reduce the run cost a bit
Mogul 1861
Ten wheeler 1854
Consolidation 1866-1871
My goal is to:
1) Differentiate the smaller/earlier locomotive types more from their later counterparts in cost to buy and run.
Make the American faster but less car capacity while making the mogul slower but a much higher capacity IE a lugger for longish freights.
2) Greater exaggerate the difference within the group.

No. Not at all will you be able to modify the NARS grf as 'simply' as your post implies. In order to make the changes you propose you would have to learn NFO coding. Please see the NewGraphicsSpecs section of the TTDPatch wiki for further information on NFO coding.
Three further points.
1) Are you are planning to use your modified NARS grf strictly for your own use or are you planning to distribute it to the community? If the former then there should be no problem. If the latter is the case then you should contact the grf's creator (PikkaBird) for permission as a common courtesy. You should also check the grf's license information to be sure such modification is allowed.
2) It is better to post such questions in an existing thread than to start a new one. NARS already has a thread in this section of the forum and your question would have been better off posted there. You might have attracted the attention of the grf's creator (PikkaBird) who could have answered your questions directly rather than having someone like me only point you in one possible direction to search for your answers.
