Town building tool

Hi,

I searched the forums for a NewGRF that allows you to fund a new city right ingame, not in scenario editor, and I got nothing. If there's no such GRF, could someone create one? For example in terraforming window there will be a button to create a town for some amount of money.

this is not possible via a NewGRF, but there exists a source code patch for that (you will probably need a compiler). search in the development forum for "found a town"
