Is replacing the toyland climate possible?

I was thinking, if it's possible to change all the tileset graphics, buildings, trains and so forth, isn't it possible to just change the toyland climate altogether into something different? By different I mean a serious lifelike climate.

If so, would it be necessary to patch the exe-file? Just wondering.
