[REL] Puertorican Challenge

Alright, after getting the mapgen utility I decided I should port over the map of Puerto Rico that I had done for OpenTTD over to LoMo.

THis scenario has the top 15 municipalities in Puerto Rico by population in a 1/100 scale, plus a few more notable municipalities.
Also will produce up to 35 industries that closely matches Puerto Rico's actual exports (except for coal, as the island needs power IRL).
Difficulty is Intermediate, with up to 3 other competitors starting after six months, with the actual start is 1900.
Your goal, if you do choose, is to achieve a 100% performance index ASAP.
