can't buy competitors

I can't seem to buy over my competitors. I'm in the year 1974 (started 1950), so i'm quite a bit in the game, and i have no loans, and enough money to buy both of my competitors. Also, both my competitors only have a company value of €2, and only 2 busses and 1 train.

However, the 'buy 25% share' is somehow disabled, so i'm technically unable to buy them out!

How can i help this? Maybe i can delete the competitors using a savegame editor or sth?

Have you activated 'Allow Buying Share From The Other Companies' patch in Configure Patches>Economy ?
