Number of towns problem

First, hello to all this is my first post, i'm Martin from Argentina.
Well let's go to the problem, the thing is that i want to start a new game, i put "no. of towns": high, but a few town are created... i'm using "r9897" + map size 1024x1024, and i've never had this problem before playing ottd... can someone help me?

The number of towns is limited by the amount of towns the town name generator can produce. Apparantly the generator for the town name language you have can generate only a few town names.
