Just remove the tracks from the tram "tracks" and leave the wires. That should do the trick nicely.
To get a good answer, ask a Smart Question. Similarly, if you want a bug fixed, write a Useful Bug Report. No TTDPatch crashlog? Then follow directions.

but then the trolley busses would be able to drive off-road.

Not if you don't build the off-road tramlines. :P

And there are such things as dedicated bus lanes :P

Trams have single wire, trolleys 2 wires.

In ttd scale that two wires seems like one. At least I think so :) Maybe two wires only in straight (I) view!

Yes, because it's in Long Vehicles scale, it's only to show two wires, and it fits in catenary anyway.
