Placing industries on maps

I have downloaded some new industries, eg. Fishing Grounds, Shipyards. I am unable to place them anywhere on any map. It says Site unsuitable or can only place in town suburbs. Hope someone can help.

Place Fishing Grounds far in the sea. Place Shipyards on the water banch near towns.
