That doesn't exist, but you can try this

can some 1 explaine me houw i can set them for windows whitouwd the program(it dont wurk on my f*****g pc)

Once you learn how to spell (BTW: "English is not my native language" is not an excuse for poor spelling. Poor grammar, maybe, but not poor spelling.), try informing us what program doesn't work and what error messages are produced by the program when it is busy not working.
To get a good answer, ask a Smart Question. Similarly, if you want a bug fixed, write a Useful Bug Report. No TTDPatch crashlog? Then follow directions.

Tortoise i cand instal it i have windos milenium and it dont wurk on that so do som1 now a other program or hou i can do it on a other way

Once you learn how to spell, try learning to read. Specifically the words that say "If you need to use TortoiseSVN with Windows 95/98/Me/NT4 then you will need to use a pre-1.2 version."
Or you could use Cygwin's svn.
Or you could use Linux.
Or you could download the nightly source tarballs.
Or you could ...

or most that on a other way can som 1 tell me that
patch -p1 < patch_name
