station catch area on by default & increased max interes

Hi Everyone,

2 tiny patches from me that i can't see any reason to prevent them being incuded in the trunk... but im a rookie so i'll leave it to you lot to decide.

1) Remember Coverage Patch
This patch defaults the station coverage area to on,
and remembers its last setting in the cfg file.
So if you prefer it off - set it to off once and it stays that way.
Or if your like me and you want it on, you won't have to set it
every single game!

2) Increased max starting interest
I find the game too easy starting with a max of 4% interest on my
initial loan. so i have increased the cap to 20%.
