As yet, I have been unable to find a reliable reproduction procedure for this crash.
I generated random land in the scenario editor, generated one random town, built two oil power plants, and destroyed both. The first was destroyed as expected; the second caused this crash.
I may have "cht:restartconst"ed on one or both of the power plants, but I do not remember for sure.

It seems to want to build industry ID FF in response to clicking the "build industry" tool on the map.
I'm not sure why it thinks that would be a good idea, but because that ID doesn't exist, it summarily crashes.
It'd be nice if you could try to see what clicks are necessary to reproduce this. It does not appear to have anything to do with the .grf file you've attached.
