Stereo sound effects / panning

This little patch finishes the nearly-complete-anyway support for stereo positioning / panning of sound effects. I've also upped the resolution from 9 places (-4 = left, 4 = right) to 33 (-16 = left, 16 = right)

Possibly a little issue: currently the sound effects from extra viewports (or vehicle windows, etc) come from their position relative to the viewport, not to the screen.

sounds nice....... (not that i have listened to it)

does OTTD have support for full bit sound yet? like MP3, FLAC.....

i have a guy on my MSN messenger list who is a sound producer who wants to do the sound stuff for OTTD. so can provide high quality samples of things...

I was working on finishing this up the other day... I'm getting closer, now. The back-end is all there, and it can play MP3 and Vorbis at the moment. FLAC could be a possibility, perhaps.
