Action 7/D variable lengths

The wiki reports that variables 93..96 are dwords when used in action 7/9, but only words when used in action D.

The action 7 section in newgrf.txt agrees with the 7/9 page, and the action D section references the action 7 section; however, the usefulness of tile refresh offsets greater than 65535 eludes me.
To get a good answer, ask a Smart Question. Similarly, if you want a bug fixed, write a Useful Bug Report. No TTDPatch crashlog? Then follow directions.
