Action B documentation misunderstandings

The wiki and newgrf.txt make these seem like the most logical conclusions, but they also say contradictory things, so if someone could either verify or correct these statements, I'd be grateful.

- In action B, <data> is an "S", not a "B" (wiki) or a "V" (newgrf.txt).
- In action B, the "00"s after <message> and <data> are the string-termination nulls, and not additional nulls.
