I suppose this is just OE fing up. As the message header says 00:05 1/1/2000

Who cares when the "real" millennium is. It is the psychology of the thing,
going from 1999 to 2000 looks a lot better that 2000 to 2001. In my eyes,
and in the eyes of millions of others around the world, 1/1/2000 was the new
millennium. Next year will be just an ordinary new year. And Rémi, why would
the Parisians got to so much trouble decorating the Eiffel Tower if they
didn't think it was the new millennium? Don't criticse other countries, when
you haven't even looked at your own.

In fact, OE convert the message posting area hour (which in Boudewijn case
is GMT+100) to your local hour which is GMT.

They were under the effect of a drug commonly called TV and media, so that
some of them believed it was a new millenium.
They celebrate the 2000 year, which has truely started, doesn't it?

And as a French, I am the best « placed to » criticse France here. And I
already did it sometimes
