This Oil-fired power station refuses to appear in Tropic, despite the fact that it is defined to do so. The only reason I can come up with for this is that its substitute type (prop 08) is the Power Station, which also doesn't appear in Tropic.

Well, that's not a bug, it's a poorly documented feature.
New industries copy every property of the substitute type, but these properties may change with the climate. In tropic, the power station has 0 chance to appear, while on temperate it has a nonzero chance. You can fix this by explicitly setting properties 17 and 18 to nonzero values.
