How to use:

To Use the Gambulance just upload a save game and a description with the type of problem you are having and a team of crack volunteers will attempt to solve them.

You must describe the problem you are having in as much detail as possible and what type of solution you ar trying to archieve.

This is not a cheat and we do it for you, it is you need some advice / help on Open TDD and wish to have others Help you.

Is the Gamebulance only for tracking building/economic issues IN the saved game the person is playing; Gamebulance isn't for technical issues associated with OTTD, correct?

Correct the Gamebulance is for issusing dealing with Game Play, not for the solving of bugs or technical problems. If you are having a problem with a station you can not fix, or something you would like advice on in your rail or vehicle network that would be possible to get help with under the gamebulance. Technical problems, like grf, crashs, etc are not.
