Max industries

Hi, I seem to have reached the industries limit. Is there any way to raise the industries limit?

I dont want to sound like i know what im on about but i believe it is hard-coded so cant be changed, I may be wrong of course

make citys grow by giving them goods then theres more people to travel city to city
