Coal and Iron Mines Close Down

I really like to use coal and iron mines because the cars are fast, short and have a high capacity. Also, unlike forests and farms, their production can increase a lot. So I made a scenario with lots of coal and iron mines with the objective to deliver one million tons of steel. Once I got to about 30%, the coal and iron mines began to close down, not just because they ran out of coal or iron, but also they seemed to dislike my service and weren't making enough money. I was transporting about 65% of the coal (I'm too lazy to replace my trains, I got the no-breakdown mod) Does anyone how to prevent the coal and iron mines from closing down? Also, no new ones were ever constructed. I set the scenario to allow new industries to be constructed and close down. Does that only apply to industries that you can fund (like steel mills and factories etc...?) My question is, is there a way to prevent coal and iron mines from closing down... maybe modding them?

Sure. When you make the scenerio make sure to uncheck "allow industries to close down"

Its in one of the tabs just after the land is generated.

That's what I thought but the reason I was skeptical was that no new coal or iron mines (or forests or farms for that matter) started up in the beginning of the game so I thought an "industry" was a factory that accepts cargo and not something that only makes cargo such as a steel mill.
