You were not the first one who asked that!
But the answer were... People are waiting arrival train in the working cars (maybe they don't wanna go inside)... As the climate isn't very warm, their engines are running, heaters are on and the park lights are on also!

I've changed the topic title for all night-screen shots rather than a very out dated and slightly poor tutorial by myself (Surprised how long ago that was now.)
