Nice accusations but not backed up by fact. He did make (often inaccurate) efforts to credit all artists when posting screenshots here - something I notice that is not required of anybody else.
Unless you can read Russian, and can point to where he says he is the author of the source and art, then you should withdraw such lurid assertions. I'm not a fan of Sergej, but petty and baseless accusations harm both sides of any divide.
He did use non-GPL material which was the original reason behind the objections to his threads, before it devolved into him being hated and banned for his failure to comply with the will of the community.
Get the facts, write to him asking him to sort out any legal issues (such as the inclusion of non-GPL material) and ask him to be clear that openttd32 is not endorsed or supported or affiliated with the official OpenTTD project.
Beyond that, the law is on his side. I could take OpenTTD, and publish FreeTTD tomorrow with my name slapped on the menu, as long as I don't try to remove the GPL or distribute a modified version without providing the source. Nowhere in the GPL does it state that attribution is required. That's the freedom of the GPL, it keeps the software free and stops people getting into petty squabbles about who is responsible for which pixel.
