To George: Maybe I missed something...
how are tourists generated?
I have a city with a truck loading bay that accepts tourists (there's a statue in town). I bought a ScenicCruiser (year is 1965), sent it to the loading bay and told it to wait for a full load of tourists, but it doesn't load at all (not even one unit). Now, do statues actually produce tourists or do they only accept them? If they don't generate them, what does?

But toy shops are out of towns. Is it way to they'll be only in towns? Maybe hotels and monuments can also produce tourists?

Concept should be, you take tourists from hotels, you bring them to monuments. And the other way back. The way you mentioned would implement just the first part... i.e. you would simply pick tourists up from hotels, but not do the trip back. I understand that it's not (yet?) possible to make statues produce the same amount of tourists received X days after delivery, so letting them produce a small quantity of tourists could be a way to solve the problem.
Will hotels be built as frequently as statues when they're implemented? And how far will they be built from the city center?

To make them behaviour correct, they need to be industries. We have 90 industries limit now and it can be raised to 255 max. In this case it is no a good Idea to code it this way. They'd better be houses. No, you bring them to tourists centres, which are industries. And transport them back to hotels.
